Operating a tailoring business in New York that catered to high-ranking British military officers, he became an active member of the Sons of Liberty and served as a critical spy for General George Washington during the American Revolutionary War, providing intelligence that twice prevented Washington's capture or assassination.

Another notable character was John Mulligan (1793–1862), an Ulster-born classical scholar and educator who immigrated to North America, where he became a prominent professor of ancient languages and authored foundational textbooks on Latin grammar and English linguistic structure.

Also representing the clan was one Sergeant Major John Mulligan, a nineteenth-century military officer who received the Medal of Honor for his actions during the American Civil War at the Battle of Fort Harrison in 1864, where he captured an enemy battle flag under heavy fire.
