The surname Mulligan is an anglicized form of the ancient Irish Gaelic patronymic Ó Maolagáin, derived from the word maol, which translates to tonsured or a devotee, indicating an early ancestral connection to a religious order or a particular saint. The family originally held territory as chieftains in Ulster, specifically within Tír Chonaill (modern-day County Donegal), before dispersing into neighboring counties such as Monaghan, Longford, and parts of Connacht following the seventeenth-century land confiscations. This specific armorial variant, featuring a red chevron between three black lions' heads on a silver shield, is recorded in historic heraldic volumes for families carrying the Mulligan surname and its close geographic variants, such as Milligan, reflecting the migrations between northern Ireland and southwest Scotland.

Another notable character was John Mulligan (1793–1862), an Ulster-born classical scholar and educator who immigrated to North America, where he became a prominent professor of ancient languages and authored foundational textbooks on Latin grammar and English linguistic structure.

Also representing the clan was one Sergeant Major John Mulligan, a nineteenth-century military officer who received the Medal of Honor for his actions during the American Civil War at the Battle of Fort Harrison in 1864, where he captured an enemy battle flag under heavy fire.
